Permit Requirements. Permits are required for all work over $500 and any work that removes drywall, modifies electrical, plumbing, mechanical, life safety, structural and other systems.
Hurricane / Tropical Storm Preparedness. Hurricane season is June 1 - November 30. General Contractors are required to begin securing the job site and vital records at official notice of a TROPICAL STORM WATCH when the storm strike is 36 - 24 hours away. The General Contractor is required to begin securing the job site and vital records at official notice of a HURRICANE ALERT when the hurricane strike is 72 - 36 hours away. The Owner’s Representative will verify the preparedness of the job site within 24 hours of the notice to begin securing the site.
Drug / Alcohol In The Workplace - The University does not permit the unlawful distribution, dispensation, possession or use of any kind of intoxicants or mind-altering substances, including alcohol and drugs, on University of Miami owned or controlled property. Violation of this policy will subject the individual to immediate removal from University property. The enforcement of federal, state, and local laws pertaining to possession, use, and sale of drugs are handled by University Public Safety police officers.
Smoke Free Campus - Under Florida's 1994 Clean Indoor Air Act, NFPA 1, Uniform Fire Code (Florida 2005 Ed.), as well as the University's No Smoking Policy, smoking is prohibited inside any University-owned or operated facility, fire exits, stairwells and balconies. Under the policy, there is no smoking allowed anywhere on campus. Violation of this policy will subject the individual to immediate removal from University property.
Crime - The University does not tolerate criminal activity and violence of any type on University of Miami owned or controlled property. Violation of this policy will subject the individual to immediate removal from University property. The enforcement of federal, state, and local laws pertaining to criminal occurrences are handled by University of Miami Police Department and public safety officials on other campuses. In addition, the General Contractor is obligated to report any criminal activity or suspicion of criminal activity to the University of Miami Police Department.
Crisis Management / Emergency Response - During any major emergency General Contractors are required to take immediate action to preserve life, minimize injuries, and mitigate impact to campus operations. In the event of an emergency, including death or building collapse or similar incident, the General Contractor and its subcontractors are prohibited from conversing with or commenting to any outside agency, excluding emergency response entities but including media (TV, radio, newspaper), and defer comment to the University of Miami Office of Media Relations. In the event of such emergency, the General Contractor should immediately contact the appropriate emergency entity (911), followed by University of Miami Police Department (305-284-6666), followed by the Owner’s Representative, followed by Facilities Work Control @ Coral Gables (305-284-8282). Work Control @ RSMAS 305-421-4815. Contractors on Campus must also participate in the Emergency Network Notification System (UMiamiENN).
Work Stoppage Due To Campus Events - The General Contractor may be requested by the Owner’s Representative to halt work at certain dates or times because of academic study days (quiet days) or special campus events including, but not limited to, commencement or graduation ceremonies, special Watsco Center events, resident student move-in days, special meetings. Every attempt will be made to inform the General Contractor of potential work stoppages for campus events prior to start of construction to enable the contractor to schedule the event. For unscheduled work stoppages due to campus events, there will be no additional compensation either in time or money made to the General Contractor. Refer to Academic Calendar.
Etiquette / Personal Conduct - The University does not tolerate violence or sexual innuendo of any type on University of Miami owned or controlled property, even when directed at non-University employees or students. Violation of this policy will subject the individual to immediate removal from University property. The General Contractor is obligated to inform and govern workers under its supervision to instill proper etiquette and personal conduct.
Utility Interruptions / Notice of Shutdown - Utility is defined as Electrical, Gas, Water, Site Drainage, Storm Water, Sewer, Chilled Water / Air Conditioning, Process waste water, Fire Alarm, Fire Sprinkler, Communications Systems including IT and DATA, Security, Pollution Control, Site illumination, and Irrigation. The General Contractor is required to coordinate and schedule shutdowns with the Owner’s Representative who will coordinate with the occupants in order to ensure occupant’s critical operations are not adversely affected. Owner’s Representative will provide occupant(s) with reasonable steps to determine that the proposed shutdown is agreeable to the affected departments. Contractor must submit a formal “Notification of Shutdown” or “Disruption” form to the Owners Representative. Notification of shutdowns and disruptions are required a minimum of 72 hours, excluding weekends and holidays, prior to the actual shutdown.
Traffic / Parking Regulations - The General Contractor is responsible for providing, operating and maintaining equipment, services and personnel, with traffic control and protective devices, as required to expedite orderly vehicular traffic flow on haul / delivery routes, at site entrances, on-campus access roads, and parking areas.
The General Contractor is required to coordinate and schedule with the Owner’s Representative any required roadwork, parking lot closures, or special deliveries associated with the work that will affect normal traffic flow. A minimum of 48 hour’s notice is required, excluding weekends and holidays, prior to the actual disruption. In addition, if the disruption is associated with the public right-of-way, appropriate municipality or governmental agency authorization is required prior to notifying the Owner’s Representative. Contractors will be required to provide appropriate pedestrian and vehicular signage, providing flag and safety personnel when deemed necessary to minimize interruptions to University community.
Digging / Existing Underground Facilities - Digging of any kind associated with project work, including installation of fence posts, is strictly prohibited without first contacting SUNSHINE (1-800-432-4770) and the Owner’s Representative and the UM Private Utility Locator. In addition to the utility location services provided through SUNSHINE, the General Contractor or a subcontractor must first receive written University approval prior to digging. A copy of this approval will be forwarded to Facilities Work Control. In many cases, especially when existing utilities are of a critical nature, University personnel may be required to be present throughout the digging process. In all cases, a minimum of 48 hours’ notice, excluding weekends and holidays, is required.
General Contractor or subcontractor should use extreme caution when digging / excavating recognizing the potential for substantial impacts to University operations as a result of a hitting underground utilities.
Use of Existing University Facilities - The General Contractor, its subcontractors, or anyone under the supervision of the General Contractor are prohibited from using private restrooms outside of the limits of work, unless specific arrangements are made with the University. Any temporary toilets to be concealed behind a 6’ wooden fence painted UM Green, or otherwise concealed. Functional lobbies, corridors, and elevators are also to be considered off limits unless necessary for access to the job site.
Vehicular Parking - Parking on the Coral Gables Campus and Rosenstiel Campus is via University parking permit only. Unless vehicular parking is available within the constraints of the fenced job site, the General Contractor, its subcontractors or anyone under the supervision of the General Contractor shall not park in University parking spaces unless a contractor is registered with a valid permit. Contractor parking permits can be obtained from University Parking & Transportation Services located at 5807 Ponce De Leon Blvd. Suite 100.
Vehicles with valid contractor parking permits are requested to park in Gray or Burgundy lots after any unloads unless otherwise approved by the leadership of Parking & Transportation. Contractors may park in Service spaces for up to two (2) hours. Parking in reserved and or preferred spaces, sidewalks, grass, or traffic circles is prohibited. Parking facilities are enforced seven (7) days a week. Refer to Parking Policies and Procedures 2021-2022 revised June 21for further parking regulations, such as no back in policy.
Contractor Telephone Lines - The General Contractor should contact UMIT regarding any telecommunication and/or cable service desired at the job site trailer or office. The General Contractor may be required to provide conduit from the nearest University Telecom closet to the job site trailer or office.
Job Site Security / Safety - The security of an active job site is the responsibility of the General Contractor from the date of initial mobilization to date of Substantial Completion (TCO) including proper locking during non-working hours, nights and weekends. The General Contractor is required to provide a contact telephone number to the Owner’s Representative if an after-hours incident requires that the contractor report to the job site. If non-University locks are used to secure the job site, the General Contractor is required to provide the Owner’s Representative with a key for after-hours access.
If the General Contractor requires access to occupied areas adjacent to the job site for work related to the project, the Owner’s Representative can provide University issued keys. Any University key provided to the general contractor must be returned to the Owner’s Representative at the completion of work. If keys are not returned, the Contractor may be charged with the cost of re-keying any locks opened by the loaner key.
Job Site Conditions - All job sites are required to be maintained in the highest level of cleanliness and order. The Owner’s Representative will inspect job site conditions on a regular basis and inform the General Contractor if additional effort is required to maintain an acceptable level of cleanliness and order. Portable toilets should be positioned in the least conspicuous location and should be regularly cleaned and emptied. Site fences are required to be screened and the screens replaced if damaged.
Hours of Work - The municipality and proximity to campus residential facilities determine hours of work. Prior to initial mobilization, the Owner’s Representative will inform the General Contractor of the hours of work. The General Contractor can request to work after-hours or on the weekend from the Owner’s Representative who will request written permission from the municipality.
Construction Work Hours are as follows:
Monday thru Friday – 7:30 A.M. to 6:00 P.M.
Saturday – 9:00 A.M. to 5:00 P.M.
Sunday and Holidays – NO WORK ALLOWED

Construction Noise - Any site preparation, assembly, erection, substantial repair, alteration, delivery of materials, demolition or similar action, which disturbs the peace and quiet of the neighborhood, on public or private property, rights-of-way, structures, utilities or similar property:

Restoration - The General Contractor is responsible to restoring all aspects of the job site, including adjacent buildings, spaces, sidewalks, roads surfaces, landscaping, irrigation, or otherwise, to its original condition, if damaged during the construction process. To this end, the General Contractor is required to provide the Owner’s Representative a video of pre-construction site conditions prior to commencement of construction.
Temporary Controls - The General Contractor shall provide and maintain methods, equipment, and temporary construction, as necessary or as directed by the Owner’s Representative, to provide control of environmental conditions at the construction site during the construction period.
Environmental Health & Safety - The General Contractor is responsible to provide a safe work environment for their employees under the Williams-Steiger Occupational Safety & Health Act of 1970 (OSHA). The General Contractor shall provide their company Safety Management Plan as well as any site specific safety plans that relate to the project. The General Contractor shall communicate with the Owner’s Representative any questions or concerns about possible hazards at the site and shall halt work if they run into any undisclosed concerns that may arise during the project. The General Contractor shall be responsible for collecting the safety plans and certifications from any sub-contractors, as well as relaying safety communications to and from the sub-contractors. General Contractors shall be prepared to provide proof of licenses and/or certifications relating to safety training and competent persons for job tasks that require said training and certifications, including, but not limited to confined spaces, scaffolding, crane lifts, etc..
Drone Policy
If a Contractor wants to use a Drone, Contractor must notify Owner’s representative and provide the following:
City of Coral Gables - The Main Campus or Coral Gables Campus is located within the City of Coral Gables. General contractors and subcontractors are required to familiarize themselves with the City’s laws and requirements for work.
Miami-Dade County - The Medical Campus is located within Miami-Dade County. General contractors and subcontractors are required to familiarize themselves with the County laws and requirements for work.
Village of Key Biscayne - The Rosenstiel Campus is located within the Village of Key Biscayne. General contractors and subcontractors are required to familiarize themselves with the Village’s laws and requirements for work.
Hurricane / Tropical Storm Preparedness - The Rosenstiel Campus treats all hurricanes as major hurricanes.
